In the Raja Raghuvanshi murder case, Meghalaya police wrote absurd arrest grounds — suspecting Sonam Raghuvanshi of being an army deserter — and repeatedly cited a non-existent legal section '403-1', due to which the murder accused got bail after just 10 months and the High Court rejected the state's appeal.

“पुलिस ने अपने सरकारी दस्तावेज में लिख दिया कि सोनम रघुवंशी पर देश की सेना से भगोड़ा यानी आर्मी डेजर्टर होने का शक है... पुलिस ने पूरे कागजात में बार-बार धारा 4031 लगा दिया... जिसका कानून की किताब में वजूद ही नहीं है... पुलिस की लापरवाही की वजह से सोनम को 10 महीने बाद ही जमानत मिल गई।”
