UP energy minister A.K. Sharma wrote a letter, dated 2 June, accusing UPPCL chairman Ashish Goyal of acting arbitrarily — including imposing a 10% surcharge on electricity bills without informing the minister, who learned of it only when people received inflated bills.

“ए के शर्मा ने आरोप लगाया कि यूपीपीसीएल के चेयरमैन आशीष गोयल मनमानी कर रहे हैं... आशीष गोयल ने बिजली के बिल पर 10% सरचार्ज लगा दिया और उन्हें इस बात की जानकारी तब हुई जब लोगों को बढ़े हुए बिल मिले।”
