In the same city of Evian, the 1938 conference convened by President Roosevelt to shelter Jews from Hitler failed as most countries refused Jewish refugees; historians believe this failure signalled to Hitler that the world would not protect Jews, culminating in the Holocaust in which 6 million Jews were killed.
