Eyewitnesses said the Muzaffarpur hospital had no fire alarms, its firefighting system lacked water supply, the emergency gate was locked, and staff fled instead of rescuing patients.

“लोगों ने बताया कि हॉस्पिटल में फायर अलाब नहीं थे। फायर फाइटिंग सिस्टम था लेकिन उसमें पानी की सप्लाई नहीं थी। हॉस्पिटल के इमरजेंसी गेट पर ताला लगा था और हॉस्पिटल का स्टाफ भाग गया।”
