Rationale
The claim overstates a real deterioration. After India abrogated Article 370 in August 2019, Pakistan downgraded ties, expelled India's High Commissioner and suspended trade, and no comprehensive bilateral dialogue or summit-level talks have occurred since (the formal dialogue process had in fact stalled earlier, after 2016). But diplomatic channels were never 'shut': both High Commissions stayed open under chargés d'affaires, the Kartarpur Corridor agreement was signed in October 2019 and renewed in 2024, the Permanent Indus Commission met in 2022, and DGMO hotline talks produced the 2021 ceasefire reaffirmation and the May 2025 ceasefire after Operation Sindoor. Reduced/downgraded engagement is accurate; 'channels and talks shut since 2019' is not.
