Claim

Pakistan's Dawn newspaper reported that the Rice Canal is getting only 5,300 cusecs against 8,700 (a 38% shortfall), the Dadu Canal only 860 cusecs against about 5,000 (82% less), and the North Western Canal 2,100 against about 6,200 cusecs (a 64.1% shortfall).
