Rationale
In all four full-scale India-Pakistan wars — 1947-48, 1965, 1971, and 1999 Kargil — Pakistan initiated the military hostilities: the 1947 tribal invasion of Kashmir, Operation Gibraltar in 1965, the pre-emptive Operation Chengiz Khan airstrikes in 1971, and the cross-LoC infiltration at Kargil in 1999. The claim is therefore substantively accurate on who fired first. The only caveat is 1971, where India had already been militarily backing the Mukti Bahini insurgency in East Pakistan, so historians debate provocation even though Pakistan struck first; this nuance slightly complicates but does not overturn the claim.
